The University of Massachusetts Dartmouth (UMD) and the University of Massachusetts Boston (UMB), with the support of the Massachusetts Technology Collaborative and Mass Insight Corporation, are partnering to establish a Center for Excellence in Applied Ocean Observation Systems (COEX). COEX is envisioned as a network of people and facilities throughout Massachusetts and adjacent areas that will expand to include an array of ocean-related commercial companies, government laboratories and academic institutions. The development of this COEX represents an opportunity for collaborations of Massachusetts industries, academic institutions, and government to advance technology-based solutions that lead to economic growth and a cleaner, more productive ocean environment.

COEX will conduct a spectrum of applied to basic research focused on creating the next generation of integrated observation/modeling systems, platforms and sensors. Applied research will develop prototype observing systems that, in the context of decision support systems and information technology networks, will produce unique information for regulators, businesses, and policy makers. Basic research will address fundamental technical problems whose solutions are key to developing integrated observation/modeling systems, platforms and sensors.

Core technologies developed by the COEX will be evolved to commercial applications and will address several global and national challenges, including:

National defense — Applications related to conflict scenarios in littoral water, modeling, signal processing and acoustics, weapon firing systems, communications and reconnaissance.
Homeland security — Port and harbor monitoring, ordinance identification and disposal, anti-terrorism sensor applications (biological/chemical/WMD).
Fisheries — Stock management, advanced harvesting technologies (UUVs and smart nets).
Energy development — Energy exploration, unmanned underwater vehicles and sensor platforms, modeling.
Environmental forecasting — Sensor, model, and IT networks to disseminate real-time information to better protect valuable estuarine and coastal ocean environments.
